MEMO DALAMAN - POTONGAN GAJI MELEBIHI 60%

1. Saya mengingatkan tuan kepada Peraturan-Peraturan Pegawai Awam (Kelakuan dan Tatatertib) yang mengatakan bahawa seseorang pegawai tidak boleh dengan apa-apa cara menyebabkan dirinya berada dalam keterhutangan kewangan yang serius [perkara 13(1)]. Sila rujuk perkara 13(8) tentang makna keterhutangan kewangan yang serius dan perkara 13(4) tentang tanggungjawab pegawai yang berada dalam keadaan tersebut

2. Mengikut laporan daripada Jabatan Akauntan Negara, masih ada 5 orang pegawai yang potongan gaji melebihi 60% pada bulan Oktober 2011.

MAJLIS MAKAN MALAM DAN MAJLIS PENYAMPAIAN HADIAH

2. Kita telah menjemput YB Datuk Hjh Fatimah Abdullah, Menteri Kebajikan, Wanita dan Pembangunan Keluarga, Sarawak, untuk merasmikan Majlis Penyampaian Hadiah 2011. Walau bagaimanapun, YB Datuk sudah ada komitmen lain pada tarikh tersebut. Saya telah memohon supaya YB mewakilkan dirinya dengan salah seorang Menteri Muda di Kementeriannnya. Kita belum menerima maklum balas dari beliau.

In the news - police report not needed for lost of documents

KUALA LUMPUR: The public no longer need to make a police report for lost or damage birth, marriage, academic and vehicle registration certificates, a Malaysian passport, a driving licence and a land grant.

Chief Secretary to the Government Tan Sri Mohd Sidek Hassan said the decision to abolish the requirement was made at the Public Complaints Standing Committee's meeting on April 6 as police reports were actually a non-administrative practice not provided under any law.

He said in 2010, the police received over 2.8 million reports, of which 1.1 million or 40 per cent were referred to other agencies.

"This shows that most of the reports lodged did not merit police actions. The requirement not only inconvenient the public but also does not reflect the image of an effective and consumer-friendly public service.

"On the other hand, the practice adds to police workload in handling police reports. This requirement also resulted in rising cost in police operations and does not add value to the police service delivery," he added.

Mohd Sidek asked all government agencies to identify matters that need the public to submit a police report to government agencies as stipulated under the law.

However, he said this circular did not prevent the public from making police reports and government agencies cannot deter the public from doing so. BERNAMA

In the news - quick way to replace lost SPM or STPM certs

PETALING JAYA: People who misplace their Sijil Pelajaran Malaysia (SPM) or Sijil Tinggi Persekolahan Malaysia (STPM) certificates can obtain a replacement copy.

An Education Ministry officer said those who lost their SPM certificates could come in person to the Malaysian Examinations Syndicate (MES) in Putrajaya or apply through post.

“If they come in person, they will need to fill a form applying for a copy of their SPM results as well as a postal order for RM10 and their MyKad,” she said.

The form, which can be downloaded from the syndicate website athttp://www.moe.gov.my/lp, is also available at its office at Block E11 in Putrajaya.

“The MES is able to process the application in an hour if they come in person with the relevant documents.

“If they apply through post, they will need to have a police report together with the other relevant documents.

“We will then send a copy of the certificate through post,” she said, adding that the police report was to ensure that the certificate did not fall into the wrong hands.

She said this process was only applicable to people who sat for the SPM from 1994 onwards.

Those who sat for the SPM before 1994 would need to wait two weeks before receiving a copy of their certificate as the information on the examinations had not been digitalised, she added.

Malaysian Examinations Council public relations officer Khawari Idris said those who lost their STPM certificates should download a form from its website at http://www.mpm.edu.my.

“They need to pay RM50 for the replacement but there is no need to make a police report,” he added.

Khawari said a copy of the certificate could be ready in two hours if the application was made in person at its counter in Bandar Baru Selayang.

“If the application is done by post, the MEC will process and post it a day after receiving the application,” he said.

School counsellors and teachers learn tips on how to reach out to students at a lively workshop.

IF YOU are a school counsellor, getting your students to open up about their troubled pasts or life problems can be anything but an easy task.

They are either too embarrassed or intimidated by the prospects of divulging their woes and aspirations to a school teacher.

Lack of trust and loss of self-confidence are the common reasons that could be holding your students back from communicating openly and effectively during a counselling session.

However, as a counsellor, there are many things that you can do to help put your mentees at ease.

Paying close attention to details often pays off, said Applied Scholastics trainer Punitha Krishnan.

“Get up and look around. Is the colour of your counselling room too bright? Is the colour of your lipstick too distracting?” she asked.

“You should not be ‘interesting’. Instead, you should be ‘interested’ (in helping your students),” she said at a workshop recently.

Organised by IAEC Education, the workshop saw some 50 secondary school teachers learn tips and techniques of effective communication.

The workshop was aimed at helping the school counsellors understand the mindset of Generation Y students.

Punitha’s quick and witty response drew much laughter from the participants.

Being proactive is a key to making a difference, said Punitha.

She encouraged the teachers to take their own initiatives to transform and enhance their counselling experience.

“Don’t wait until the school gives you the funds. You can also decorate the room by putting up some curtains,” she said.

Find ways to make your mentees feel as welcome as possible during the counselling session, she advised.

“For example, it could be as simple as waiting for your mentees at the door,” she said.

School counsellor Mohd Pilus Abdullah of SMK Maxwell, Kuala Lumpur said he saw a gap between the older generation and Generation Y.

“With the increased use of technology like social media websites, there is a need to bring back the ‘human touch’ in communication,” he said.

As he teaches at an all-boys school, he said, it gives him even more reasons to tailor the way he interacts with his students.

“Based on my experience, I find that boys tend to be more reserved and less inclined to seek help. So, as a counsellor, I should look for means to reach out to students in need and create the awareness that it is perfectly fine to get help from others,” he said.

In the news - Goalpost was removed

THE falling goalpost that had caused the death of a Year Five pupil last Saturday, was re-erected by people in the area although the school authorities had taken the necessary precautions to take it away.

Selangor education department director Abdullah Mad Yunus said the school authorities had realised that the goalpost was unsafe and had removed it, but it was put up again by people who had access to the school field.

Abdullah was commenting on Muhammad Fakhrul Amin Abdul Rahman, 11, who died after being hit by the falling goalpost while playing football at the field.

The Year Five pupil from SK Kampung Jawa 2, suffered severe bleeding and a cracked skull in the incident.

Abdullah said he had received a report on the matter, and had also visited the school, adding that while the school had done its part by removing the faulty goalpost, people were still able to enter the field and had taken the goalpost and had put it up again.

School heads, he added, were constantly reminded that the safety of students was a priority. He said that they were also told to maintain and upkeep all sports equipment.

Deputy Education Minister Datuk Dr Wee Ka Siong said on Monday that school heads and senior assistants (co-curriculum) had been directed to carry out an immediate inspection of all sports equipment including goalposts within the school premises.

He said this was to ensure the equipment and goalposts were fit for use.

“It is indeed a tragic incident and I have asked for a report on the matter from both the school and the state education department,” he said.

Dr Wee reminded school authorities to continually inspect all sports equipment including goalposts.

Education director-general Datuk Abd Ghafar Mahmud said students’ safety should be a priority and cannot be compromised at any time.

He said the ministry had issued circulars on the safety of students in school.

“We hope schools will follow the guidelines issued in the circulars,” he said.

Abd Ghafar also advised schools not to use portable goalposts for any game as these were against regulations.

“The fields should have permanent goalposts,” he said.

She said the task of ensuring the equipment was in good condition and in working order was under the jurisdiction of the senior assistant (co-curriculum) and sports secretary.

Pelajar selalu merosakkan suis dan sambungan elektrik, khususnya di asrama, makmal, bengkel dan persekitaran sekolah. Sekolah berusaha untuk membaiki segala kerosakan yang membahayakan pelajar. Juga, perlu ada rekod / notis tentang bahaya akibat daripada merosakkan suis dan sambungan elektrik. Apabila sesuatu berlaku, rekod kita menjadi eviden yang sangat penting. Kalau tidak, kita boleh dituduh tidak berbuat apa-apa. Walaupun kita ada berbuat sesuatu, tetapi eviden tiada.

3. Dengan ini saya mengarahkan Guru Tingkatan dan Warden Asrama untuk memastikan keadaan bilik darjah / asrama sentiasa selamat. Catatkan peringatan / arahan kepada pelajar itu dalam diari. Guru yang menggunakan makmal / bengkel harus sentiasa mengingatkan pelajar supaya menjaga sambungan dan saluran elektrik. Ini adalah seperti pramugari / pramugara kapal terbang yang setiap kali mengingatkan penumpang tentang prosedur keselamatan sebelum berlepas. Itu SOP mereka sebelum berangkat, selain daripada pemeriksaan-pemeriksaan lain.

A million ringgit nest egg

A minimum one million ringgit may be just what one needs to retire comfortably these days.

FOR 30 years, Mazlan Ahmad worked as a technician in a factory. When he retired at 55, he had RM155,000 in EPF savings and about RM20,000 in the bank.

In the first year upon retiring, he spent about RM30,000 of that total. At the rate he was going, Mazlan, 57, knew the money would not last long. So he decided to go back to work for his former company last year.

“Luckily I don’t have anything to pay off such as my house or car. Also, my children are all grown up,” says Mazlan, who feels that he can only retire if he has RM1mil in savings.

For the lower income group, RM1mil may seem beyond reach but to others, especially those living in the cities where cost of living is much higher, it may just be the minimum amount one would need to have in the kitty before thinking of retiring.

According to the Global Ageing Report by The Nielsen Company released in February this year, about 56% of Malaysians retire, or express their wish to retire, before turning 60.

However, only 21% believe they are financially ready to retire. Another 44% are unsure while 35% are currently not financially set for retirement, according to the report.

For instance, many have yet to settle their housing loans or they live in rented accommodation. With prices of fuel and food spiralling, it is not an easy ride for retirees who also have to worry about medical expenses.

Given that the average life expectancy of a Malaysian is 74 years, retirees have about 20 years of living without income to “worry” about. This is after taking into account that they have settled their mortgages and car loans and do not have to worry about their children’s education.

Rajen Devadason, a Securities Commission-licensed financial planner withMAAKL Mutual Bhd, estimates that between 80% and 90% of middle-aged urban Malaysians will need between RM500,000 and RM5mil to retire well in the next three decades.

“Most people will never succeed in building a retirement nest egg of that size because they are not pursuing it as a major life goal with dogged determination,” he opines.

Echoing Devadason, Yap Ming Hui, managing director of Whitman Independent Advisors Sdn Bhd, believes that those in urban settings such as Klang Valley would need at least RM1mil to retire.

He says if one spent about RM4,000 a month, a million ringgit could last about 20 years after taking into consideration inflation.

“A million ringgit in 20 years won’t be that much because of inflation,” he adds.

Most Malaysians rely on their EPF savings to pull them through their golden years while pensioners survive on half their last drawn salary.

According to the 2010 EPF report, most Malaysians have an average RM146,000 in savings by the time they retire.

More worryingly, a survey by the EPF showed that 70% of retirees use up all their EPF money within three years of retiring. And 99.9% of the contributors reportedly withdraw their EPF savings in a lump sum once they reach 55.

“Many Malaysians think their EPF savings are sufficient but they definitely need more than that. Quite a lot of people have to work again because they can’t really afford not to,” says Credit Counselling and Debt Management Agency (AKPK) CEO Akwal Sultan.

Author Azizi Ali, who wrote the book Retire Rich, says the propensity to spend after retirement might even be more than when one is working.

“Do you spend more during weekdays or weekends? Most would say weekends. When you are retired, every day is like a weekend,” he says, adding that most people don’t even have 50% of what they need for retirement.

“This is scary, yet many people don’t realise this. To be poor in old age is the ultimate prison. If you are young, at least you can work.”

It is for this reason that people have to start financial planning for retirement as early as possible, and Devadason believes those who manage to hit the million ringgit mark when they retire are those who began saving and investing in their 30s or 40s.

“Every person who is willing to sacrifice short-term thrills for long-term value can build up a savings and investment portfolio that eventually exceeds RM1mil,” he says.

Yap points out that most Malaysians tend to under-save or under-invest.

“It won’t matter how much you earn if you can’t save money. One should always live within their means,” he advises, adding that salaried workers should save at least 30% of their gross income.

The second rule, says Yap, is investing so that money will grow higher than the rate of inflation.

“If you put your money in a fixed deposit account, you are going to get about 3%. What if the inflation is 4%?

“But if you put your money into something that grows by 8%, your money will grow 4% (after deducting 4% for inflation),” he elaborates.

There are many investments that grow faster than the rate of inflation; like property, the share market, unit trust funds and commodities such as gold. The golden rule of investing, of course, is not to put all your eggs in one basket, says Yap.

“For example, it would be dangerous to concentrate everything on property or the share market. What if property prices go down or the share market collapses?”

Both Devadason and Yap recommend investing EPF Account One savings in portfolios such as unit trust funds. Furthermore, Yap suggests investing this money in equity or balance funds.

(EPF guarantees at least 2.5% although in 2010, these returns were 5.8%.)

“More often than not, those with long-term investment time horizons exceeding seven years have succeeded in that goal of earning compounded returns above those of EPF,” says Devadason.

Financial advisor Cheong Mei Kay, who gives advice onwww.mckeycheong.com and deals mainly with clients from the ages of 19 to 35, finds that many in this age bracket don’t think about retirement.

“I believe they are aware but they don’t take any action. They tend to think it’s still too early for them to think about retirement,” she says.

Cheong, 24, usually tells her young clients to start allocating a certain portion of their income for retirement.

“Young people usually know how to spend and don’t save as early as they can. I would advise them to do so when they start earning.”

Cheong says while many people accumulate wealth, it is more important to grow it.

Her advice to youngsters is to start with some low risk investment or savings like fixed deposit or a saving account in an insurance company before attempting medium-higher risk investments.

“It’s like building a house. You must build up the base first.”

In the news - Studies show 15 minutes of daily exercise can help

LOS ANGELES: Don't despair if you can't fit in the recommended 30 minutes of daily exercise. Growing evidence suggests that even half that much can help.

It's still no excuse to slack off. Regular exercise strengthens muscles, reduces the risk of some diseases and promotes mental well-being. The more exercise, the better.

But not everyone has the time or willpower.

So researchers set out to find the minimum amount of physical activity needed to reap health benefits.

The findings by a study in Taiwan suggest just 15 minutes of moderate exercise a day can lead to a longer life.

This "may convince many individuals that they are able to incorporate physical activity into their busy lives," Dr. Anil Nigam of the University of Montreal said in an email.

Nigam had no role in the research but wrote an editorial accompanying the Taiwan study published online Monday in The Lancet.

Fitness guidelines by the World Health Organization, the U.S. and other countries recommend that adults get at least a half-hour of moderate workout most days of the week.

This can include brisk walking, bike riding and water aerobics.

Realizing that it might be difficult for some to break a sweat, health groups have suggested breaking it down into smaller, more manageable chunks of time such as three 10-minute spurts a day on weekdays.

The latest study, a large one led by researchers at the National Health Research Institutes in Taiwan, sought to determine if exercising less than the recommended half-hour was still helpful.

The researchers noted that east Asians - including China, Japan and Taiwan - are generally less physically active than their Western counterparts and their workouts tend to be less intense.

About 416,000 Taiwanese adults were asked how much exercise they did the previous month.

Based on their answers, they were put into five groups of varying activity levels from inactive to highly active.

Researchers kept track of their progress for eight years on average and calculated projected life expectancy.

The study found those who exercised just 15 minutes a day - or 90 minutes a week - cut their risk of death by 14 percent and extended their life expectancy by three years compared with those who did no exercise.

Both men and women benefited equally from the minimum activity.

Each additional 15 minutes of exercise reduced the risk of death by another 4 percent compared with the inactive group.

Researchers did not report how additional exercise affected life expectancy.

There were some limitations. Answers were self-reported.

The study, though large, was observational, which means the health benefits may not be entirely due to exercise.

But researchers said they took into account other factors that might affect health such as smoking and drinking.

And outside scientists said the findings are in line with other studies.

For the sedentary, the key is this: Some exercise is better than none.

"Get off the couch and start moving," said I-Min Lee of the Harvard School of Public Health.

In a study published in Circulation earlier this month, Lee and colleagues found that people who engaged in 15 minutes a day of moderate physical activity had a 14 percent lower risk of heart disease compared with inactive people.

That research, combining the results of nearly three dozen studies of people from North America and Europe, also found that the benefit increased with more activity and may provide more motivation to the physically fit.

People should strive to do the recommended level of exercise, but should not be discouraged if they can't achieve it right away. Start slow and gradually build up.

"As inactive persons start moving, they may very well find that they become more fit" and reaching their exercise goal becomes easier, Lee said.

iv. begitu juga perbuatan menolong mengetik kad untuk orang lain.

2. Kad adalah sebagai asas dan bukti / dokumen sokongan untuk membayar gaji pegawai.

3. Jika atas alasan tertentu, pegawai mengetik datang tetapi lambat / tidak kesempatan mengetik / mengetik balik tetapi awal – sila buat catatan atas kad tersebut. Tetapi, saya tidak expect pegawai untuk mengetik lambat datang setiap hari, dan sudah tentu memberi penjelasan pun sukar.

1. Kerajaan melalui Pekeliling Perkhidmatan Bil. 6 Tahun 2011 telah memutuskan bahawa pegawai yang dilantik ke perkhidmatan awam dikehendaki menjalani dan lulus tapisan keselamatan sama ada sebelum disahkan dalam perkhidmatan atau selepas disahkan dalam perkhidmatan.

2. Pengesahan pelantikan dan pengesahan dalam perkhidmatan boleh dibuat apabila pegawai telah memenuhi syarat skim perkhidmatan serta syarat lain yang telah ditetapkan oleh kerajaan dari masa ke semasa.

3. Walau bagaimanapun, pegawai masih lagi perlu lulus tapisan keselamatan sama ada sebelum atau selepas disahkan dalam perkhidmatan. Pegawai yang gagal tapisan keselamatan boleh ditamatkan perkhidmatan mengikut peraturan yang berkuat kuasa.

4. GST yang dilantik oleh KPM hendaklah mengemukakan permohonan tapisan keselamatan dalam tempoh 30 hari dari tarikh lapor diri. Contoh: guru baru.

5. PPPS / PPPLD hendaklah mengemukakan permohonan tapisan keselamatan dalam tempoh 30 hari dari tarikh lapor diri. Contoh: PPPLD yang ke PPPS.

6. Pegawai boleh mengemukakan permohonan tapisan keselamatan secara online melalui aplikasi e-permohonan di www.cgso.gov.my.

7. Adalah menjadi tanggungjawab pegawai sendiri untuk membuat permohonan tersebut.

8. GSTT dan Guru Ganti tidak perlu membuat permohonan tersebut.

Many teachers complain over slow online system

PETALING JAYA: The school exams online data analysis system is not working out well as teachers complained that it was not user-friendly and slow.

The system known as SAPS or System of Analysis for School Examination has caused frustration among teachers.

Under the Education National Key Result Area (NKRA) initiative, teachers are required to submit the exam data online.

Many teachers described the portal as “extremely slow” and not user-friendly.

“The system often hangs due to heavy traffic. We are advised to use it late at night or early in the morning when the portal is less busy.

“Why must the MOE punish the teachers? We need time to prepare our lessons at home,” one teacher said.

The system has been developed to collect, store and analyse examination marks online for the Education Ministry, state education departments, education district offices and schools to access the data for analysis.

The National Union of Teaching Union (NUTP) secretary-general Lok Yim Pheng said she had received many complaints from teachers in Selangor and Federal Territory.

“It's not fair to the teachers because their normal routine has been affected.

“MoE should have made sure it was ready for use. NKRA is supposed to solve problems and not create more problems for teachers,” she said.

Serian now a ‘hot house’ due to vice activities

SERIAN: This once quiet town becomes noisy when night falls as vice has taken root.

Locals who described it as ‘Rumah Panas’ or Hot House said the law-abiding business community residing nearby feel
their business and personal lives were being threatened by the illegal activities.

A shopkeeper who did not want to be named told The Borneo Post yesterday that the flesh trade had been going on here for some time, and he wanted the authority to do something about it before some untoward accident happen.

“Serian town used to be peaceful and serene when evening comes and business people felt safe but now the scenario has changed,” he commented.

“The flesh trade is being run by foreigners and we now have a Little Indonesia, Little India and even a Little Bangladesh within Serian,” he added.

The shopkeeper related an incident when a person believed to be a foreigner was seen chasing another person with a sharp weapon in broad daylight.

“We were scared by what we saw and reported to the authority but until now nothing has been done about it,” he said.

He hoped such incidents would not become common as they would affect the business community in the town.

Come nightfall, that particular section of the town is transformed and it is not very pleasant.

“It is now noisy at night as the business hours of those who reside in that section of town go on until early morning, and it seems the police are not doing anything to stop it.

“The community Chinese leaders had brought the matter up but the authority was unconcerned,” he lamented.

The 3,000 Chinese community living in Serian town face a new dilemma and want the authority to act fast before the situation gets out of control.

4. Dalam memberi kelulusan tersebut, utamakan kebajikan pelajar kerana apa-apa boleh berlaku dalam perjalanan mereka balik pada masa di luar waktu balik yang biasa. Sila rekodkan kelulusan dalam buku yang boleh disimpan di bilik JKDS.
5. Pelajar asrama yang memohon balik ke kampung, dan keluar kawasan sekolah di luar masa p&p perlu mendapat kelulusan warden asrama berkenaan.

2. Sila semak penampilan pelajar pada permulaan kelas setiap hari. Jika ada pelajar yang melanggar peraturan sekolah, seperti dari segi pakaian seragam, rambut dan sebagainya, Guru Tingkatan boleh mengeluarkan surat untuk menggantung pelajar, tanpa perlu untuk berjumpa dengan ibu bapa. Tarikh penggantungkan ialah sehingga pelajar itu dapat mengubah cara penampilannnya yang sesuai dengan peraturan sekolah. Contoh: Jika pelajar berambut panjang pada hari ini, pelajar boleh digantung persekolahan mulai hari esoknya atau sehingga rambutnya dipotong pendek.
3. Walau bagaimanapun, jika salah laku melibatkan pengantungan di mana ibu bapa perlu dipanggil, surat tersebut hendaklah ditangani oleh saya, PK 1 atau PK HEM.

1. Ini berikutan kes seorang pelajar di sebuah sekolah menengah di Selangor, yang dilaporkan oleh The Star pada 08.05.2011. Seorang pelajar perempuan dibuli oleh beberapa orang pelajar perempuan lain, dalam kelas, dan direkodkan melalui handphone dan dimuat naik Youtube.

2. Sebagai langkah mematuhi pekeliling tersebut, JKDS boleh mengadakan spot check dari masa kesemasa. Spot check itu boleh diadakan untuk beberapa buah kelas terpilih kerana kita tidak akan mampu untuk membuat spot check untuk keseluruhan sekolah. Kerja tersebut hendaklah dicatat dalam buku log JKDS, sebagai bukti bahawa kita telah melaksanakan arahan pekeliling.

3. Dalam kes di atas, pelajar dan ibu bapa pelajar yang membuli telah memohon maaf kepada pelajar dan keluarga pelajar yang dibuli. Laporan polis dan tindakan menggantung sekolah tetap dilakukan, tetapi, langkah memohon maaf itu nampaknya cepat meredakan keadaan. Kes ini juga tidak melibatkan berbagai kaum, maka, tidak timbul soal kaum. Ini pengajaran kepada kita. Jika berlaku kes begini, kita perlu memanggil kedua belah keluarga dengan cepat dan bincang.

PM announces salary revisions, promotions and cash incentives

KUCHING: The government will raise the salary grade of 1,228 secondaryschool principals from DG48 to DG52 effective next January to prove itscommitment to improve the status of teachers, said Prime Minister Datuk SeriNajib Razak.


He said the government would also upgrade 6,585 senior assistant teachers (GPK)in charge of administration, academic affairs and co-curriculum in secondaryschools from DG44 to DG48.


“The decision was made as the government is aware of the contributions and theheavy burden of teachers.” The celebration, themed “Teachers, Catalysts for theNational Education Transformation”, was launched by Deputy Prime Minister TanSri Muhyiddin Yassin, who is also education minister.

The specialpromotion methods categorise teachers according to four levels: regularteachers, senior teachers, wibawa (credible) teachers and pendeta (luminary)teachers. The four tiers would spur them to work hard to achieve a higher gradebased on performance, Najib said.


“Through the concepts of wibawa and pendeta teachers, the career paths ofteachers will be extended to Grade 54 to reach the 25-year tenure by meetingthe standards of excellence and other conditions set by the Promotion Board ofEducation Services.” The government also agreed to increase the number ofpositions for Special Grade C in the service by 100 per cent to 72 positionsfor wibawa and pendeta teachers.


Najib said teachers who showed excellence as a leading quality set by the boardcould reach Special Grade C and above before their retirement.


The promotions also covered education service officers serving the ministry,state Education Department, district education offices and lecturers of theInstitute of Teachers’ Education. He said the government would give cashincentives to principals, head teachers and teachers who raised the academicperformance of their schools.

KUCHING: A parent of twopupils of a government primary school in Sibu has sent alegal letter to eight teachers there demanding a RM12million compensation for alleged physical and mental abuses.

Sarawak Teachers’Union (STU) president William Ghani Bina yesterday said the parent, a lawyer byprofession, had also lodged a report against theeight teachers but had yet to present medical evidence of the allegedabuses.

“Having a parent issue a summons toeight teachers all from one primary school is something. Ido not think the claim is true because there is no medical report,” he told thepress after officiating at the STU Kuching Branch annual generalmeeting (AGM).

Ghani pointed out that teachers meantwell when they disciplined students but if such a gesture wasmisconstrued, they might not make the effort in future.

“When students are naughty in class,it might mean that they lack discipline or parents could not discipline them.We, asteachers, do not only teach but also discipline students.

“However, if parents donot want teachers to discipline students and just teach, wecan do that. When the school bell rings, we go into the classroom andteach; when another bell sets off, we leave the classroom and do nothing more.We can do this if this is what the community wants,” he said.

The legal letter,he said, would be referred to STU legal adviser Baru Bian, who is Ba Kelalanassemblyman and Parti Keadilan Rakyat (PKR) Sarawak liaison chief.

Theunion’s secretariat received a copy of the letter on Fridayand the incident is said to have taken place last February.

In general, Ghani said parents in the state hadbeen cooperative with teachers.

PERHATIAN SEMUAGURU

1.      Perintah-PerintahAm Bab D, perkara 24 mengatakan “Ketidakhadiranuntuk bertugas oleh seseorang pegawai tanpa cuti atau tanpa terlebih dahulumendapat kebenaran atau tanpa sebab yang munasabah boleh menyebabkan pegawaiitu dikenakan tindakan tatatertib”.

2.      Pegawaidiarahkan untuk mengetikkan kad perakamwaktu semasa datang dan semasa pulang dari pejabat (dalam kes kita ialahsekolah), mengikut Surat Pekeliling Am Bil. 11 tahun 1981. Pegawaiyang tidak berbuat demikian boleh diambil tindakan tatatertib, selain daripadaperlu menjelaskan kenapa emolument tidak boleh dilucutkan mengikut Perintah-PerintahAm perkara 27(1).

3.      Pegawai tidak boleh mengetik kad tersebut untuk orang lain. Ini adalah melanggarPerintah-Perintah A, perkara 4(2)(f) dan (i) yang mengatakan bahawa

i.                Perkara 4(2)(f): ”Seseorang pegawai tidak boleh tidak jujur atau tidakamanah”.

ii.               Perkara 4(2)(i): ”seseorang pegawai tidak boleh ingkar perintah atauberkelakuan dengan apa-apa cara yang boleh ditafsirkan dengan munasabah sebagaiingkar perintah”.

4.      Jika guru lupauntuk mengetik kad pada masa yang ditetapkan, guru perlu menyatakan masa guruhadir atau balik dengan tulis tangan. Walau bagaimanapun, sila dapatkantandatangan dan nama saksi untuk mengesahkan tulisan tersebut. Ini adalah untukmengelakkan tuduhan guru cuba mereka-reka masa bagi menutup kesalahan lambatdatang bertugas / balik awal / tidak hadir bertugas.

5.      Jika guru lambathadir kerana tugas rasmi lain / tidak hadir kerana tugas luar / telah mendapatkebenaran terlebih dahulu, sila buat catatan di atas kad tersebut.

6.      Saya menasihatkansemua guru untuk mematuhi segala peraturan ini supaya perkhidmatan guru tidakterjejas akibat tindakan tatatertib.

Guru wanitacedera ditumbuk pelajar

KANGAR, 7 APRIL, 2011: Seorangguru wanita, cedera di hidung dikatakan akibat ditumbuk oleh seorang pelajartingkatan dua, di Sekolah Menengah Kebangsaan (SMK) Datuk Jaafar Hassan, BukitKeteri, Padang Besar, dekat sini hari ini.


Kejadian berlaku ketika guru berkenaan, Mariati Mat Ail, 37, memanggil pelajartersebut selepas melihat satu pergaduhan berlaku di luar sebuah kelas disekolah itu, pukul 12.30 tengah hari.


Jurucakap Jabatan Pelajaran Negeri berkata, sebaik sahaja dipanggil bagimemberi penjelasan mengenai pergaduhan itu, pelajar terbabit terus menumbukguru berkenaan.


Menurutnya, guru itu dihantar ke Hospital Tuanku Fauziah (HTF) di sini olehrakan-rakannya untuk mendapatkan rawatan sebelum laporan dibuat kepada pihakpolis.


“Ketika kejadian, guru berkenaan yang mengajar mata pelajaran Sejarahdipercayai dalam sesi pertukaran kelas,” katanya di sini hari ini.


Bagaimanapun, guru tersebut ketika ditemui di HTF enggan mengulas lanjut danmasih dalam keadaan terkejut ekoran kejadian itu.


Ketua Polis Daerah Padang Besar, Supritendan Che Man Md. Dros ketika dihubungihari ini mengesahkan menerima aduan mengenai kejadian tersebut dan siasatandijalankan di bawah Seksyen 325 Kanun Keseksaan.


Dalam pada itu, kata beliau, polis juga turut menerima satu lagi aduan daripadaseorang pelajar sekolah yang sama mengenai kejadian dia ditendang oleh seorangpelajar lain dan siasatan sedang dijalankan.
 

Kata Pengetua:Kita tidak tahu peristiwa sebenar selain daripada yang dilaporkan melaluiakhbar. Nampaknya, guru ini tidak ada kena mengena dengan pergaduhan pelajar.Apakah pengajaran yang boleh kita pelajari daripada peristiwa begini? Satudaripadanya, mungkin, ialah supaya kita guru tidak menambah stress kepadapelajar. Pelajar itu bergaduh, dia dalam keadaan stress dan adrenalin dalamdarahnya cukup tinggi. Kalau kita memarahi dia, bertambahlah stress pelajartersebut. Biarlah keadaan cukup reda dahulu sebelum menyoal siasat pelajartersebut.

CBE Award a Boost for UK-Malaysia Relations, says Tony Fernandes (A man of many accomplishments)


KUCHING: Most people associate Dato’ Seri Tony Fernandes with the ‘No Frills’ airline tag or AirAsia and those in the know will refer him to as AirAsia Group CEO.

In fact he is more than this. Sir Tony Fernandes as he should be called now that he has been honoured with the Commander of the Order of the British Empire (CBE) honour by Her Majesty Queen Elizabeth II, was appointed Group chief executive officer of the company in December 2001.

Fernandes, 46, is also a member of the Employee Share Option Committee of the Board.

He was Financial Controller at Virgin Communications London (1987-1989), and moved on to be senior financial analyst at Warner Music International London (1989-1992), managing director at Warner Director at Warner Music Malaysia (1992-1996), regional managing director, Asean (1996-1999) and vice president, Asean at Warner Music South East Asia (1999-2001).

He was admitted as an associate member of the Association of Chartered Certified Accountants in 1991, and became a fellow member in 1996.

In 1999, the Sultan of Selangor Sultan Salahuddin Abdul Aziz Shah bestowed on him the title ‘Setia Mahkota Selangor’, for his contributions to the Malaysian music industry. He was the recipient of the ‘Recording Industry Person of the Year 1997’ by the Recording Industry Association of Malaysia.

With AirAsia, he received accolades from international press and industry observers such as ‘Airline Business Strategy Award 2005 and Low Cost Leadership’ by Airline Business and ‘Asia Pacific Aviation Executive’ by the Centre for Asia Pacific Aviation (Capa) for the year 2004 and 2005.

In July 2005, he was conferred the Darjah Datuk Paduka Tuanku Ja’afar (DPTJ) which carries the title Dato’ by the Negeri Sembilan’s Yang DiPertuan Besar Tuanku Ja’afar Tuanku Abdul, for his services rendered to the betterment of the nation and community.

In 2006 and 2007, he bagged ‘The Brand Laureate’ Brand Personality for his exemplary performance, dedication and contribution towards the aviation industry in Malaysia.

In 2007, he was bestowed the Darjah Sultan Ahmad Shah Pahang (DSAP) which carries the title Dato’ by the Pahang’s Sultan Haji Ahmad Shah ibni Almarhum Sultan Sir Abu Bakar Riayatuddin Al-Muadzam Shah for his services rendered to the betterment of the nation and community.

In 2008, he was again honoured by the Sultan with the Darjah Kebesaran Sultan Ahmad Shah Pahang Yang Amat Di Mulia which carries the title Dato’ Seri.

The ‘CAPA Legend Award 2009 (Aviation Hall of Fame)’ recognised his influential actions for directly shaping the way the aviation industry has evolved, and the ‘Airline CEO of the Year Award for 2009’ from Jane’s Transport Finance was for his success in leading and growing AirAsia into the world’s best low-cost airline and Asia’s largest.

He received an Honorary Doctorate of Business Innovation from Universiti Teknologi Malaysia (UTM) in March 2010 for his role in changing the face of aviation and benefitting travelers and economies locally and in the region. He was honoured with the title of ‘Officer of the Legion d’Honneur’ by the government of France in April 2010, for outstanding contributions to the French aviation industry. It is the highest rank of honour that the government of France can award to a non-French citizen.

In May 2010, Fernandes was awarded the prestigious Nikkei Asia Prize in Tokyo today for his contributions to the growth of Asia. The prize, given by leading Japanese newspaper publisher Nikkei Inc, recognises Tony’s role in democratising travel in Asia.

He was also the proud recipient of the Masterclass Global CEO of the Year award at the 2nd Malaysia Business Leadership Award (MBLA) 2010 ceremony for his immense contributions to the country’s economy.

Another feather to the cap was the prestigious Forbes Asia Businessman of the Year 2010 award. He is the first Malaysian and Southeast Asian to receive the award.

The hugely popular icon of aviation is credited for democratising air travel in the region and for growing a Malaysian company into a highly successful global brand.

And in March 2011, Fernandes was finally awarded the Commander of the Order of the British Empire (CBE) honour by Her Majesty Queen Elizabeth II. The award was conferred for services to promote commercial and educational links between the United Kingdom and Malaysia.

In London, after receiving the Commander of the Order of the British Empire (CBE) award, Tony said this only serve to further facilitate the promotion of commercial and cultural ties between the United Kingdom and Malaysia.

The award is attributed to his “services to promote commercial and educational links” between the UK and Malaysia.

“I am extremely humbled to have received this award today and I would like to thank Her Majesty The Queen for bestowing such an honour upon me. More than a personal honour, it will serve as a catalyst to further enhance relations between the UK and Malaysia, particularly in the areas of business, culture and education,” he was quoted as saying.

The iconic entrepreneur wears several hats including Team Principal of Team Lotus, Group CEO of the world’s best low cost airline AirAsia and founder of the fledgling Malaysian-based conglomerate Tune Group.

He added, “I receive this award today not on my behalf, but on behalf of all the incredible people I work with, wherever they may be around the world. It is their dedication, passion, enthusiasm and hard work that drives me on every single day and it is also my great honour to have the privilege of working with them.”

His personal credo is “Dream the Impossible, Believe the Unbelievable and Never Take No for an Answer,” and he believes deeply in providing opportunities throughout his businesses for talent to flourish, for meritocracy to reign and for helping people realise their dreams.

“I realised mine, and I am determined to help others realise theirs too,” sums up Fernandes’s approach to his work and personal life.

His business philosophy is simple: Serve the Underserved – a philosophy encapsulated in AirAsia’s memorable tag line: “Now Everyone Can Fly.”

Fukushima as a policeman to a friend in Vietnam, was 
posted on New America Media on March 19. It is a testimonial to   the
strength of the Japanese spirit, and an interesting slice of
life near the epicenter of Japan 's crisis at the Fukushima   nuclear
power plant. It was translated by NAM editor Andrew Lam,
author of "East Eats West: Writing in Two Hemispheres." Shanghai

How are you and your family? These last few days, everything was   in
chaos. When I close my eyes, I see dead bodies. When I open my  eyes, I
also see dead bodies.                          
                                             
Each one of us must work 20 hours a day, yet I wish there were 48
hours in the day, so that we could continue helping and rescuing
folks.                                                         
                                                        
We are without water and electricity, and food rations are near   zero.
We barely manage to move refugees before there are new    
orders to move them elsewhere.                                  
                                                               
I am currently in Fukushima , about 25 kilometers away from the nuclear
power plant. I have so much to tell you that if I could 
write it all down, it would surely turn into a novel about human
relationships and behaviors during times of crisis.             
                                                                
People here remain calm - their sense of dignity and proper behavior
are very good - so things aren't as bad as they could  
be. But given another week, I can't guarantee that things won't   get
to a point where we can no longer provide proper protection 
and order.                                                      
                                                                
They are humans after all, and when hunger and thirst override
dignity, well, they will do whatever they have to do. The       
government is trying to provide supplies by air, bringing in food  and
medicine, but it's like dropping a little salt into the     
ocean.                                                          
                                                                
Brother, there was a really moving incident. It involves a little
Japanese boy who taught an adult like me a lesson on how to     
behave like a human being.                                      
                                                               
Last night, I was sent to a little grammar school to help a charity
organization distribute food to the refugees. It was a  long line that
snaked this way and that and I saw a little boy  around 9 years old. He
was wearing a T-shirt and a pair of   shorts.

                                                           
It was getting very cold and the boy was at the very end of the   line.
I was worried that by the time his turn came there wouldn't
be any food left. So I spoke to him. He said he was at school when the
earthquake happened. His father worked nearby and was  
driving to the school. The boy was on the third floor balcony   when he
saw the tsunami sweep his father's car away.            
                                                                 
I asked him about his mother. He said his house is right by the  beach
and that his mother and little sister probably didn't make
it. He turned his head and wiped his tears when I asked about his
relatives.                                                      
                                                                 
The boy was shivering so I took off my police jacket and put it on him.
That's when my bag of food ration fell out. I picked it 
up and gave it to him. "When it comes to your turn, they might   run
out of food. So here's my portion. I already ate. Why don't 
you eat it?"                                                    
                                                                 
The boy took my food and bowed. I thought he would eat it right away,
but he didn't. He took the bag of food, went up to where  
the line ended and put it where all the food was waiting to be
distributed.                                                    
                                                                 
I was shocked. I asked him why he didn't eat it and instead added it to
the food pile. He answered: "Because I see a lot more     
people hungrier than I am. If I put it there, then they will
distribute the food equally."                                   
                                                                 
When I heard that I turned away so that people wouldn't see me cry.

                                                                 
A society that can produce a 9-year-old who understands the concept of
sacrifice for the greater good must be a great       
society, a great people.

1. THE CALM
     Not a single visual of chest-beating or wild grief. Sorrow itself has been elevated.

2. THE DIGNITY
     Disciplined queues for water and groceries. Not a rough word or a crude gesture.

3. THE ABILITY
     The incredible architects, for instance. Buildings swayed but didn’t fall.

4. THE GRACE
    People bought only what they needed for the present, so everybody could get something.

5. THE ORDER
    No looting in shops. No honking and no overtaking on the roads. Just understanding.

6. THE SACRIFICE
    Fifty workers stayed back to pump sea water in the N-reactors. How will they ever be repaid?

7. THE TENDERNESS
    Restaurants cut prices. An unguarded ATM is left alone. The strong cared for the weak.

8. THE TRAINING
     The old and the children, everyone knew exactly what to do. And they did just that.
 
9. THE MEDIA
     They showed magnificent restraint in the bulletins. No silly reporters. Only calm reportage.
 
10. THE CONSCIENCE
      When the power went off in a store, people put things back on the shelves and left quietly!

PERHATIAN SEMUA STAF

1. Kejohanan Badang dan Balapan MSSM bahagian Samarahan ke-8 telah diadakan pada 22 – 25 Mac 2011 di Stadium Mini Samarahan.

2. Saya mengucapkan ribuan terima kasih kepada PK KK dan team yang telah melatih atlet sekolah walaupun dalam masa cuti. Saya menghargai usaha itu kerana tugas tersebut bukanlah mudah. Walau bagaimanapun, atas tanggungjawab dan “kesukaan” (passion) untuk mengharumkan nama sekolah, mereka telah melakukannya dengan jayanya. Dalam masa yang sama, ini adalah antara beberapa usaha kita guru untuk mencipta kejayaan segera dalam diri pelajar.

3. Mulai tahun ini, keputusan ditentukan oleh bilangan emas yang diperolehi. Ini adalah untuk memastikan kecemerlangan dalam olahraga, bukan hanya penglibatan.

5. Dalam apa juga perlawanan, kita telah berusaha, tetapi sekolah lain telah berusaha lebih dalam “mencari” dan melatih atlet mereka. Oleh itu, saya mencadangkan:

i.       Target 2012 ditentukan awal, untuk menjadi johan 2012.

ii.       Guru PJK mengenal pasti potensi awal pelajar kita. Kita mempunyai ramai pelajar dari mana kita boleh mencari potensi itu. Rekod (data base) pelajar dari segi keolahragaan dikumpulkan.

iii. Sistem latihan berlaku sepanjang tahun, mengikut kesesuaian. Latihan intensif diatur sebelum kejohanan.

iv. Sistem ganjaran boleh diadakan di mana pelajar yang mengatasi cabaran kita diberi insentif. Contoh: pelajar dimaklumkan tentang cabaran sekolah. Pelajar yang menyamai pencapaian rekod di peringkat MSSM Bahagian diberi “Baju Emas”.

6. Kita telah tersasar target 2011. Kita perlu set target yang baru untuk 2012 !!!

3. Tarikh kuat kuasa lantikan ini ialah 01.04.2011. Walau bagaimanapun, untuk memudahkan proses penyerahan tugas, mereka telah memulakan tugas mereka sebelum tarikh itu lagi.

4. GK baru ini hanya mengambil alih jawatan GK sahaja. Tugas dalam AJK lain masih disandang oleh GK lama.
